These terms are an agreement between you and Neighray, based in Lahore, Pakistan ("we", "us"). By creating an account or using Neighray, you agree to them, and to our Privacy Policy and Community Guidelines. If you don't agree, please don't use Neighray.
1. Who can use Neighray
- You must be 18 or older. We ask for your birth year and refuse anyone under 18.
- You may have one account. Don't create accounts for other people, or a new one after we've suspended or banned you.
- The details you give us (email, birth year and, for verification, your real name and selfie) must be true and your own.
2. Your account
- You sign in with your email and a 4-digit PIN. Keep your PIN private: you're responsible for what happens under your account.
- If you think someone else has used your account, change your PIN and tell us.
- You can delete your account at any time in Settings → Delete account. If you don't use Neighray for 60 days, we delete your account automatically.
3. What Neighray offers
- Radar: a map of people, rooms, businesses and events within 2.5 km. Other people see a blurred location for you.
- Rooms: public chat rooms that anyone nearby can join.
- Pop-up rooms close after 6 hours unless the people in them vote to keep them open.
- Area rooms are for everyone in an area; their messages are deleted after 24 hours.
- Direct messages: one-to-one chats, after the other person accepts. Each message is deleted 2 hours after it's sent.
- Feed: what's new nearby, with votes.
- Market: buying and selling between verified neighbours.
- Businesses: local shops with profiles, menus, reviews and orders.
Neighray is free. We may change, add or remove features. Messages and rooms are meant to disappear: don't rely on Neighray to keep a copy of anything. We can't recover deleted messages.
4. Anonymity and handles
- You use Neighray under a random handle. You can rotate it once every 24 hours. Things you posted before keep the handle they were posted under.
- Rotating your handle is for privacy, not for escaping consequences. Reports, blocks, bans and your reputation stay with your account, whatever your handle.
- Don't try to find out who is behind a handle, and don't reveal anyone else's identity, address or location.
5. Verification
- To use the Market and to order from businesses you need to be verified: your real name and a live selfie. You can also send a CNIC photo for the "ID verified" badge; we delete the CNIC photo as soon as we've checked it.
- Verification only means we checked that you're a real person (and, with the ID badge, that your name matches your CNIC). It is not a guarantee of anyone's honesty. Always take normal care.
- Once you're verified, your name can't be changed in the app. If it's wrong, contact us.
- Faking verification (someone else's face, a photo of a photo, someone else's CNIC) means an immediate ban.
6. Your content
- You own what you post: messages, rooms, photos, listings and reviews.
- You give us permission to store it, show it to the people it's meant for and process it to run Neighray, for as long as it's on Neighray (and, for content in reports, as long as we need it for safety). This permission ends when the content is deleted, apart from copies in reports.
- You're responsible for what you post. You must have the right to post it, and it must follow these terms and the Community Guidelines.
7. Rules and enforcement
The Community Guidelines are part of these terms. In short:
- Zero tolerance: no harassment, hate, threats, sexual content, illegal goods, scams, spam or sharing other people's private information.
- Nothing involving children. Any content that sexualises or endangers children is removed, the account is banned, and we report it to the authorities (see our Child Safety Standards).
You can report messages, rooms, people, listings and businesses, and block anyone. We review reports, aiming to act within 24 hours. We may remove content and warn, suspend or permanently ban accounts that break the rules, with or without notice. We decide based on the reports, the copies of reported content we keep, and the account's history.
8. The Market
- The Market is a place for neighbours to meet. We are not a party to any sale. We don't hold payments, guarantee items or check that items are as described.
- Sellers must own what they sell, describe it honestly and follow the law. The Community Guidelines list the things that may not be sold.
- Stay safe: meet in a public place, check the item before you pay, and never pay in advance to someone you haven't met.
- Mark items as sold once they're gone.
9. Businesses and orders
- Anyone can ask to register a business. A business appears on Neighray only after our team has checked it.
- Business owners are responsible for their profile, menu, prices, hours, photos and orders, and for following the law (including any food safety and consumer rules).
- An order is an agreement between you and the business. Payment is made to the business directly, by the method it chooses (for example cash on delivery). We pass your order details to the business but aren't responsible for the products, delivery, refunds or disputes. If something goes wrong, contact the business first. Tell us if a business breaks these terms.
- Reviews must be honest and about your own experience.
10. Location
- Neighray needs your location to work. Others see a blurred location, never your exact one.
- Don't fake your location (GPS spoofing) to mislead people, to get into areas or rooms you aren't in, or to get around limits.
11. Things you must not do
- Break the law, or use Neighray to plan or help anyone break it.
- Try to hack, overload or reverse-engineer Neighray, or get around its limits or safety features.
- Collect other users' data (for example by scraping), or use automated accounts or bots.
- Sell or transfer your account.
12. Third-party services
Neighray uses services from other companies, such as Google Maps and Google Firebase. Using them through Neighray also means following their terms, for example the Google Maps terms.
13. Disclaimers
Neighray is provided "as is". We work hard to keep it running and safe, but we can't promise it will always be available, error-free or secure. We don't control what other users say or do, and we aren't responsible for it, on or off the app. Use your judgement when you meet people or trade with them.
14. Limitation of liability
As far as the law allows:
- We are not liable for indirect or consequential losses, or for lost profits, data or goodwill.
- We are not liable for anything that happens between you and other users or businesses, including sales, orders and meetings.
Our total liability to you for any claim is limited to PKR 1,000. Nothing in these terms limits liability that can't be limited by law.
15. Ending your use
You can stop using Neighray and delete your account at any time. We may suspend or close your account if you break these terms, if the law requires it, or to protect other people. Sections 6 (for content in reports) and 13 to 16 keep applying afterwards.
16. Law and disputes
These terms are governed by the laws of Pakistan. Any dispute goes to the courts of Lahore. Please contact us first: most problems can be sorted out quickly.
17. Changes to these terms
We may update these terms as Neighray changes. We'll change the date at the top, and for important changes we'll ask you to accept the new terms in the app before you continue. If you don't accept them, you can delete your account.
